Antique European Oak, 'limed' with titanium white. The wood had been removed from a large antique writing-desk during restoration, but could not be re-used. The colour in the letters is the natural colour of the wood, darkened by age.
The words are from Proverb 14 of the Old English Durham Proverbs. Translated, they read:
A man acts as he is when he may do as he will.
